I agree (for once :D ). They could easily fit the latest brake pads during build or even at the dealer pre-delivery. Either they have multiple suppliers, like tyres, or they expect many people will just accept what they get. Either way it is cheaper just to fix for customers who complain.
There's nothing wrong with disagreement as long as it's done with civility (I was always right anyway  ).

Mines gone back today for dealer to look at the rear brake "mooing", unfortunately I couldn't replicate the fault when I arrived at the workshop ! Lets see what they report back with later when I collect it.
The cars only 2 weeks old too !

Maybe its classed as two weeks from registration but could you find out the actual build date to give a better idea of the period when the mooing parts were fitted. :)

The build week was Week 12 (2019)
I will fill in Impalas survey soon, once I've got a better impression of the vehicle and done a few miles.

An update on mine,
Reported the noise when i took the car in for its 1st service and the garage acknowledged that the brakes were making the noise, after waiting over 6 weeks, the new modified brake pads were fitted by the garage, seems that VW have issued a TPI [technical product information] on the problem, so they are aware that there is a problem, they said that vibration was the problem,
so far-- no more mooing

Hi, The garage couldn't replicate the fault either so didn't do anything, but also since that day I haven't had one single 'moo' from the brakes in over 200 miles ! ! ? ?

Just an update on mine, they've put new pads and discs on and I haven't heard the noise since! Although I'm stuck with the awful kangarooing with no fix in sight and will probably reject the car... shame.
